The blue print was prepared by the legendary economist Dr Subramaniam Swamy during SRI Chandrasekar govt and passed on to Dr Manmohan Singh , It was Dr Subramaniam swamy who brought Dr Manmohan Singh from Geneva at that time and accept as FM under the legendary PM PV Narasimha Rao. The true legends are PMs PV Narasimha Rao and LOP and PM Vajpayee who helped passed thebill during the Crisis and ofcourse Dr Subramaniam Swamy
