ROTATIONAL MODES (53:30): The reason that there are no odd numbers of the angular momentum in rotational mode {0*hbar/(2I), 2*hbar/(2I), 4*hbar/(2I), ...} is because the nuclei is a quantum object and its wavefunction has a positive parity. In other words, as he says, the nuclei has a mirror symmetry, so its (spacial part of) wavefunction must be symmetric psi(-x) = psi(x) even function has a "+" parity. So in order to have a positive parity (-1)^L the angular momentum L must be even!

Why we have nuclear rotation only in even even nuclei not odd odd nuclei

Because, there are very few odd-odd nuclei and all of them have low mass number A. The deformation of nuclear shape is appreciable for nuclei having A > 150. So, that's why rotational energy for odd-odd nuclei is not that important.

Is it not possible to interpret that during vibration of an atom or molecule . .since electron possess spin angular momentum there might be possibility that nuclei are also in motion

To distinguish shape changing nuclei from normal nuclei, in case of vibration, l= lambda and ml = mu is considered.
