In order to carry out such large scale, raids other departments such as the FBI, ATF, DEA etc. would have to be brought in. Removing all 11 million undocumented immigrants would shrink the labor force by 6.4% over two decades and reduce US gross domestic product by $1.6 trillion.

I agree that's a big part of it. California allows criminals to steal up to $1000 and not be prosecuted. What do they think is going to happen? Stores have had to spend huge amounts of money on security guards, locked shelving. Drug stores have everything behind locked doors. Companies are closing stores in an attempt to cut costs, but they still have to raise prices to stay in business.
