Because the country was poor - people had little to be happy about and the movies reflected that. Later on the country has gotten richer, people are happier, more confident and the movies are reflecting that Rafi shined in the past when the songs were soft and slow But in the 70's the songs got faster, the music got louder and Rafi's small voice got drowned Kishore with his big booming voice had no problem with the modern music and forged ahead
