My uncle submitted a case for his brother (my dad) in 2009 and we haven’t heard anything. Is it normal to wait for that long for a Form I-130, Petition for Alien Relative?

That’s a long time to have not heard anything about it. I got my biometrics 4 months after I submitted my application and a month later the prima facie. And I have a friend that got his faster than me.
