It depends,for example Aizawa can't disable Toru's quirk because it's a quirk that afects her physical,like Mina's skin or Tokayami's face,Ojiro's tail...I don't remeber right now but I think he neither can disable involuntaries quirks,because Deku can't activet his quirk and disactivactit neither(forgive me if it isn't writen right,it's not my "original" lenguage)and Aizawa can't disable those tipes of quirks,I think,corect me if I'm wrong
