If you check some of the early naval coastal ships that have ~75mm gun with APHE ammunition (such as Type 5 with Type 88 gun), you can see that Gaijin have set those fuses to 0.01 for some reason. It's like they don't have the data or are incapable of polishing all the mechanics in naval.

I think thats mostly from the fuse sensitivity to arm. Like how sherman 75mm M61 APHE (APCBC) have a 14mm minimum fuse sensitivity, otherwise it just becomes an AP that barely has any spall. Edit: corrections.

Most APHE shells have anywhere from 9-14mm of fuse sensitivity, so if there isn't that much firm material to set off the fuse... Yeah it's pretty much just a solid shot.
