The Directorate General of Trade Remedies (DGTR) embarked on a meticulous investigation following a complaint filed by Sahaj Anand Laser Technology Ltd. and the Indian Laser Technology Association. The findings, unveiled in a series of determinations in 2023, confirmed the adverse impact of dumping practices from China on India's Laser Marking, Welding, and Cutting Machines (LMWCMs) industry. This led to the imposition of definitive anti-dumping duties ranging from 22.54% to 147.20%.
On this hot-topic Hari Shanker, the Managing Editor of Machine Maker, and Rakesh Agarwal, the seasoned Managing Director of Laser Technologies Private Limited, had interesting discussions. Rakesh, a key figure in India's industrial laser machine trade scene, offers invaluable insights into the unfolding narrative of the recently imposed anti-dumping duty on Chinese Industrial Laser Machines.
The introduction of an anti-dumping duty, a pivotal move by the Indian government, shook the foundations of the laser technology domain. The conversation unfolds, revealing intriguing facets of the anti-dumping duty's impact on Indian manufacturing. Rakesh Agarwal delves into the short-term challenges, especially for small-scale industries, stemming from the abrupt rise in prices due to reduced availability of cheaper imported machines.
However, within this short-term setback lies the seed of long-term growth. Rakesh Agarwal predicts a steady surge in local manufacturing spurred by the burgeoning growth of Indian manufacturing sectors. The increasing demand for cost-effective laser products serves as a catalyst, fostering a compelling narrative of domestic manufacturing growth.
Rakesh Agarwal, also holding significant positions in industry associations, embodies a multifaceted viewpoint. His roles as the General Secretary of Laser Industries Association of India and the Treasurer of Bombay Industries Association, reflect his comprehensive understanding of the pulse of the Indian industrial sector.
Stay tuned and listen to this exclusive interview, which will unravel the intricate narrative of India's industrial renaissance in the wake of transformative policy changes.

@MachineMaker There is already a company in India that manufacturers CO2 Laser Sources with various wattages. Got to meet them in an expo in Chennai. if I may remember it correctly it is "CAAN Laser Technologies". Hope this anti dumping policy promotes more such make in India products.

Unable to understand the need of background music for such an important subject. Failed to hear the discussions clearly, please remove background music to understand Anti-Dumping Duty. Important question is who will bear the impact of this 22.5% - 147% duty? Chinese manufacturer or their distributors will definitely pass on the bucks to the purchaser. How will this help Indian Industires, apart from filling up coffers of government.

What will happen to companies that do export business and government provides them duty benefits on machine import through ECGC license. I'm already at loss of 20 lakh and machine is held in customs. Machine was already in transit when anti dumping duty was imposed.

@@rickfool1452 yes sir . My i phone is Manufactured in India . Cheap Imports have hurted many countries and businesses. All Europe and US have lost its sheen due to cheap imports. With due all respects can any please respond to my questions below Help me to understand better how can Indian manufacturers thrive if they can't produce materials at a lower cost due to these laws? Both international and domestic ? Aren't we risking the vitality of 98% of the industry to protect just 2% of laser machine manufacturers? Given that even Indian manufacturers rely on imported components, notably laser sources from Europe, isn't it unrealistic to expect 100% domestic production of laser machines? Suddenly ? With technologies like laser etching on glass for full-color images not available in India, how can manufacturers innovate without access to these essential imports? How can small and medium enterprises afford to develop new technologies or bear the brunt of high import taxes suddenly imposed? Can you understand cutting welding and marking is essential of manufacturing ? Are we trying to close all small scale companies to benefit large corporations ? Sltl group who initiated this ADD do they produce 100% made india ? This duty gonna definetly slow our growth of india 100% sure Our government didnt even think or understand basic underlaying issues

You are right Mr Sarath, there is no 100% laser mfg in India and many applications are still untouched. During our submission we asked DGTR to exclude some of the products and applications which are not available with domestic industry but they didn’t accept it. It’s an irony and it will impact for a short term but users can get it from Europe or USA.

@@RakeshAgarwal-LTPLvery right, there is no player for manufacturing laser soruce in India, even if we want to make machine we have to import only laser source before putting source in anti dumping there should be domestic supplier first, this way we actually getting hurt. Just ipg or other are German or USA base are better, may raycus have been performing well economic way. Surely some presentations should be there on this regard. If they don't do then unfair import will happen, many company will create dummy company in Vietnam Malaysia and reimport the soruce from China
