But changes in the TIA at the data date of the occured event could be even tricky thus how/who can determine if the change in the logic or duration is fair? I do not agree TIA is more fair than IaP... you can fairly show concurrencies even in the IaP if for instance you have part of delay chain under Contractor responsibility.
