The numbers besides the members of your government indicates how many of this person's family is in important offices, and how many members one family wants in important offices. If one family expects 4 members as researchers, governors or members of your government, and only has 3 currently, the family will be scorned and every member will have a lower opinion of you. If there are no numbers beside one character, it is because it's a minor character. Hope I'm clear, English isn't my first language

in vanila centralization is in law by changing law you increase centralization each month now i don't play with any mods so i don't know if mods change that
