I like the idea of needing to pay to incite a revolt. It would be interesting if the revolts made you lose prestige points and the gold, but for someone to incite a revolt they would need to fund the revolutionaries and then roll a dice to see if the revolt has been successfully incited. And keep the rule where the owner must move men into the territory to crush the revolt (also I like the idea of stacking revolt tokens). This way revolts are more impactful and difficult to get rid of, but they don't just randomly pop up every time you leave a territory open. Also, for naval landings it would be interesting if the defender had some sort of bonus (for example, cannons get to fire one shot each while enemies are unloading from their ships). I get thematically the defending armies wouldn't necessarily be waiting at the shore, but maybe you could move infantry into ports in order to receive the defensive bonus. Only for the purpose of defending naval landings, not port battles - or maybe cannons could help in port battles. This would be an interesting trade off, leaving the territory vulnerable to land attack while anticipating a naval landing.
