as long as the country is driven by corrupt an non visionnary leaders, no. This is the case of DRC, the richest country in term of resources, with a leader who doesn't know what to do with them. However if the governement is clear-eyed about their economy like Rwanda or Ethiopia, it's no surprise that they got a thriving economy.
