You can probably use CAPM to get an idea of the the required rate of return should be. Keep in mind also that its usually subjective.

Discount rate is the cost of equity calculated using the capm model, growth rate is estimated by you the analyst using historical growth rates and estimating the growth for the future.

the model doesn't work for stocks like that, it's one of the DDM's limitations :(
