Mostly true but not always, plenty of native level teachers who are fantastic. They are less famous for some reason, probably because you're either good at marketing OR teaching but not both
The problem with most non-native English speakers is they don't follow the IPA standard...that's why their accents aren't neutral enough. They tend to create their own dialects of the English language based on their ethnic perception of English. The rule should be that you must adjust your sound depending on who you're speaking English with. If you're speaking with Americans, then neutralize your accent/sound and follow the IPA. If you're speaking with everybody else in the world, adjust your sound close enough to how they sound their English. People need to be multilingual.
