It may offend to many but it's a bitter truth. Loathe development in Kashmir at the cost of hard earned taxpayer money from whole of India sans Kashmir. Who's gonna benefit? Those who killed and compelled their fellow brethren to flee leaving behind their motherland in their own country? As long as displaced people from Kashmir during nineties live there peacefully and people from rest of India can settle and do business freely and without fear, no major development work should be done except the strategically important ones.
