13:20 It's due to cost and points of failure. Adding NIDs was a good idea for FTTP not FTTH. Every tech says "but its for troubleshooting bruv" Which was a good mentallity to have in the copper times not fiber. We add NIDs only for repairs. We have to install a Fiber jack like the one you pointed at. Saves time and money.
