I applied for income tax Exemption Certificate by giving by hand application to RTO-II Karachi u/s 115 but today they rejected replying verbally that U have to deregister as non filer to not submit return but cannot be issue tax exemption certificate.

Section 115 only dealt with persons not required to furnish a return of income but under section 181a ATL shall be regulated as maybe prescribed
