Here in Scandinavia the fajr can be as early as 2am during the summer period and at the moment before 4am. I don't think that many people will remain awake here. Also about sleeping after isha prayer here during the winter time when the sun sets before 4pm already is not very common practise. Maybe if you delay the isha till night you can do that but not if you pray it in the mosque.
