Any year can be the base year. Nothing to do with the budget. Simply the year from which you calculate the percentage changes.

How does the formula to calculate the index value change if the base value is negative?

I assume you mean if the GDP value goes from 10 to 5 for example. Hence the change is 5 and the original value is 10. Therefore 5/10x100 = 50% reduction. If the value of 10 is the base year with an index value of 100, simply subtract 50 from 100, so the new index is 50.

10 is the base number.

The base number is optional, in most cases the first number of the series is chosen, but in this case, base number is 10.

Should it not have been 15-12 over 10 and not over 12???? ....10 being the Original Base Number and if not, why not?

+Lisa Riccobono No, it should not because from year 2 to year 3, you are calculating the percentage change from 12 to 15 which is 25%.
