India has already done the hard part of this, ie, building the rockets which can carry such payload with a fail safe navigation system. The problem listed here are not technical in nature, but more beauracratic. Like improving the infrastructure around our space launch areas, integrating missiles and other jamming technologies as payloads in our rockets, upgrading NAVIC for military use and creating a space command under indian military wing(or maybe under the airforce). Looking at how fast china is developing in this sector, i agree that india should do it sooner than later.

India still needs to develop more powerful rockets which will be able to carry heavier payloads weighing more than 6000 kgs. Today we lack such rockets and have to depend on SpaceX's falcon rockets, while China already has those.
