Multiple citizenship should be possible in India. It can actually reduce the paperwork process. Bright minds and resources can come through that process and utilize the existing manpower for employment if the govt can forgo the taxes and keep only one tax like Dubai.

5000 is in INR. Consulates in Europe are charging 117 Euros ( around 9k INR) per application, it could be even more for applicants from USA/UK/AUS. Of course, but India is running those consulates and renting high value properties and officers need to be paid accordingly to local standards.

You are wrong. You can surrender with a proof that another country will offer you citizenship and your are willing to acquire it. Just like India, many countries do not allow dual nationality. They want to see your surrender certificate before issuing their registration certificate. I was myself 'stateless' for a month in between but it's safe as inviting country is bound to accept you as a citizen.

Indian government surrender certificate requirement is copy of oath certificate of new citizenship or new citizenship certificate copy, also copy of new passport (the day you take oath you become citizen of the new country. They bend their rules. In case of Germany, only an offer letter from the state is sufficient otherwise Germany won't issue registration without renunciation and India won't issue renunciation without copy of naturalization.

Afghan, Pakistani and Bangladeshi Muslim's were not came under this Citizenship Act.1955.
