No. She won't be allowed to travel Pakistan independently except if visiting the Gurudwaras wherein she won't be allowed to venture out in any of the Pakistani city. It's next to impossible for Indians to travel to Pakistan due to Visa restrictions and vice versa for Pakistani citizens. So, technically, Indian people traveling to Pakistan to visit Gurudwaras are NOT WELCOME in any city of Pakistan.
