yes, same here, I guess if you took the photo already before finding the note it is bugged.

Same here. I took the pictures of all the cats before I got the quest. Edit: They released an update and it’s working now. I was able to finish it!

You don’t have to do that jump for the last cat, when you go threw the gates on the second cat just go all the way down and there climbing stuff you can get to the roof

How did you get the camera? When I press up on the d pad, nothing happens

UPDATE: HOW TO GET LAST CAT TO SPAWN. You need to get the camera first then get the missing cat poster. And go to Valeria, the lady with the medicine books that you can purchase. And when you press X on her, the LAST CAT WILL SPAWN IN. and you can take all 5 cat pictures
