To all guys wondering what is this: This is called saree ceremony or தாவணி function. This is practiced mostly by a few Telugu speaking communities in south of Tamil nadu ( I haven't seen this anywhere else, correct me if I am wrong). This is not sadangu function. This is conducted when the girl is like 10-14years of age. The girl child is clad in saree for the first time. Hope this helps!

As per my knowledge saree ceremony is conducted when she attains a puberty age. It’s an old tradition followed until now. When the girl attains a puberty, the family, close relatives and friends are called to bless the girl and also it’s a sign to show that we have a girl eligible for marriage (in olden days child marriage was widely in practice) so the girl starts getting marriage proposals. The girl is dressed up and put all the jewelry possible to show the capability of parents and giving an idea to others how much dowry they can afford. But now a days instead of expecting a marriage proposal, its practiced as a blessing ceremony.
