Projects get kicked off but completion nobody cares. There should be strict rules about completions, lane discipline, lane monitoring, etc. Taxes are paid on time, if not government takes penalty. It should be the same for ministers. If they cant fulfill commitment, either they leave the position or pay penalty from their own pocket.
