How would you set up panel data for lets say the effect of a cut in corporate taxes (on the state level) has on the amount of investment on manufacturing assets. I have the natural log of investment toward manufacturing equipment for every state from 1990 to present. The problem is that these tax cuts occur at different times, causing difficulty for me selecting the correct years in the control group for comparison.
