Inductive effect does operate through pi bonds. Inductive effect is nothing but electrostatic forces operating in a molecule. A more electronegative element pulls on the electrons of it's neighbouring atoms creating a small negative charge on itself and a small positive charge on it's neighbouring atoms.

Clearly In o- oxygen has complete octet ( 8 electrons ) and due to negative charge , electon density of oxygen atom is hight so that's why o- is an electron releasing group ( it doesn't widraw electron because it leads to intensification of negative charge which results in unstability )
