Well, I would believe you Racheal but having looked at the GDP growth rate of Uganda today, I think that "Vision 2040" is simply wishful thinking. The GDP of Uganda stands at a miniscule USD50 billion as I write. The country's GDP can only get to the USD500 billion you have mentioned by growing at an astronomical rate of 16.6% every year for the next 15 years (2025-2040), according to my TI BA - 35 Solar Financial Calculator. Miracles happen but this one is not likely, unless Uganda can attract foreign direct investment at an unprecedented scale never seen anywhere in the world. We are now paying the price for the chronic political instability we have allowed to persist in our country for 59 years (1966-2025)! As well-endowed as Uganda is, unless we can put our house in order, the scale of economic growth our country is capable of will never materialise. Hence, the question is not how to get to the "Vision 2040" you have mentioned. Rather, the question should be: How are we going to GOVERN ourselves properly? It has been our major weakness since the abrogation of the legitimate 1962 Constitution of Uganda in 1966, which we had unanimously agreed at independence in 1962. Today, of the 15 major jurisdictions of the Uganda Federation which gained independence from the UK in 1962, only Buganda, Bunyoro, Busoga and Tooro have a functional local government. Acholi, Ankole, Bugisu, Bukedi, Karamoja, Kigezi, Lango, Madi, Sebei, Teso and West Nile have had none at all since independence! Incredible, isn't it? Only local governments run by the people they serve where they live can effectively cater to their needs, instead of looking up to the central government far away in Kampala, which has usurped their devolved powers. That can only happen by amending the legitimate 1962 Constitution to suit the times, thereby empowering the 15 local governments of the Uganda Federation to function as they should. "When you deny responsibility, you get irresponsibility." It is the reason why the 11 jurisdictions without a local government are not developing as fast as they can since they have abdicated the responsibility for themselves to the central government. Therefore, when we put the power of SELF-GOVERNANCE in the hands of each one of the 15 jurisdictions of the Uganda Federation, our GDP growth rate as a country will respond in kind. Those "industrial parks" would be mushrooming all over the country and not only in Kampala. The GDP may not grow at an astronomical rate but would certainly be much higher than it is today.
