most of the moves that Tobi had reminded me of Mugen Tobi(which I actually liked a lot) if they really wanted to, they could just go all the way and give him a similar awakening too, when you press G your mask breaks, and he would go to "serious mode" with an active Sharingan, with less joke-style abilities, like Intangibility, fireball jutsu, Sharingan genjutsu and also having a Izanagi as an Ultimate, similar to Mugen it is a simple Counter that can only be used once in the entire game(even if you misses you still lose it and can't use it again) that if someone hits you, you vanishes, regens all your health back to 100% and backstab them(diavolo style) for 50 dmg, but just like said before, it's single-use and you can easily miss

Nah, he needs awakening. Thats exactly what i've been predicting. No matter how good your moveset is, you cant compete with awakenings. Can you stall their modes? Yeah. Can you do it consistently? No. So you still can be reversed from 3-1 or 3-2 To 3-3 or 3-4. Its just too benefitial.
