Have you tried INIA? It should be effective for brown skin if the hair color is deeper than the skin.

So if I’m beginning and having to do it 2 to 3 times a week do I have to shave every time before use or shave once a week but the treatment is a couple of times a week I’m lost

To begin, it's best to shave before each treatment if you notice any regrowth. As your hair growth slows down over time, you can gradually reduce how often you shave.
