@juzedhere1984 but Makarov shoots "you" in the face at the very end of that mission. I know there is that spec op mission where "you" somehow survive being shot in the face. Makarov was turning away from "you" right as he was pulling the trigger, so maybe one could argue he pulled his shot in that moment, but he was still trying to kill "you" there, so I don't think the mole could've been Andrei.

I’ve got a hunch that the mysterious stranger is Victor Ramos from COD Ghosts. For those who might not remember the guy in the game he was that man that You, Hesh and Keegan stormed that building in Caracus. Hesh then brings Ramos towards you and spills whatever information be has. Also just look up what Victor Ramos looks like to the mysterious stranger and they look similar

I think it was the Nay Sayer cabinet member on the Russian president’s plane. He was the one present for every major part of the president’s capture, the conference room, the landing site for the chopper Makarov was on; he seemed mostly against peace with the US; we never saw Makarov’s men shoot him with the rest of the people at the extraction site, they seemed to just shoot the guards; and his involvement would explain a lot of Makarov’s intel, like how to find the daughter. Plus he looks like the guy we see at the end but the other cabinet members on the plane look like him, so that could just be a coincidence.

This could’ve been interesting. As my gta verse story has call of duty characters and this story task force 142 is set after years since Makarov’s death. And that someone from Makarov’s inner circle was posing as some secret agent. Maybe posing as a businessman. Maybe he’s the next leader in charge of Makarov’s inner circle. Perhaps he’s working with Perseus and Raul Menendez. As Menendez seems to look at the state of the world and soon people will rebel against the multipolar world order. That even though they ended the years of war and it ends with the us as some rump state that it relies on Europe and Japan to form a coalition against the rising China and USSR. And while China rebuilds Iran and the Middle East and South America. The smaller coalition of Osea nations will expand beyond the island. With its Anti Terrorism Coalition expanding its nation membership. Plus this could’ve set up power vacuums left from the Tel Aviv war. Like Al Qatala rising from parts of the Middle East. Including Urzikstan. And old Captain Price retiring and a younger captain price taking its place.

Theory 1: They were going to make MW4 and the reason why is because if you're looking at all the Cod ghost's NPCs they all have that modern warfare vibe Theory 2: A government agent was looking at price dying. The agent was probably sent there to inform his superiors on what happened to Makarov, and we know this because there is a ton of inside jobs in modern warfare Theory 3: This was a disturbing teaser for Cod ghost because the unknown character is from the mission "Federation day" in Ghosts and he was probably sent by one of the South American governments that were secretly working with Makarov to bring Russia and them to destroy America, and I totally believe this theory. There's a briefing in MW3 that Sandman tells Price he's meeting his top advisors meaning the South American governments.

I think we're looking too deep into it with the Secret Service agent angle, it's not uncommon for devs to reuse assets and I think this is no different. They wanted some guy in a suit that the player wouldn't be able to discern the details of from a distance and in shadow, yet be of decent quality. They had a ready-made guy in a suit from a previous level. Doesn't matter what his old purpose was, he fits perfectly for this one, slap him in.

This alternate ending could put a solution to a myth we've been sorta looking at in cutscenes. I believe it was after the mission where we play as Andrei Harkov, where in the loading cutscene, we see "Andrei Harkov, Inside Man?" in a photograph. Someone else from FSO being in this cutscene could confirm one of two theories: 1. There was an insider in the FSO that betrayed President Vorshevsky that was NOT Andrei Harkov, our playable character. The question marks on the photo of whether the inside man was Andrei Harkov may suggest that the traitor could not be identified, possibly due to them being able to cover their tracks. 2. There multiple FSO traitors, that were sympathetic to Makarov and his cause, and Andrei Harkov was one of the betrayers. I believe a fourth MW game could have brought an answer to this conflict, particularly where, at the end of Turbulence mission, Objective Failed is spelled in Red, but the name Makarov is spelled in green.

Maybe it was the original version of Makarov's right hand Nolan that we now have in the current mw3 Maybe Makarov knew that there was high possibility for him to die so he sacrificed himself because he had a plan for nolan, after the other horsemen went KIA and had to eleminate the the Threat of tf141 so that nolan could take over Makarov's position and finally could destroy the western world. Actually. What i think is, that Character model, is actually a character within COD Ghosts. And no, it’s not rorke. It’s actually another antagonist in one of the missions “Federation day”. If you notice, this model is wearing a grey’ish suit. So i soukd assume that in that mission, is actually that character model used. But i assume you can figure out the rest.

id always thought more in favor of the hallucination theory but instead it was something more simple like Makarov's ghost observing his own hanging corpse and just simply walking off. (since both his corpse and this figure seem to be wearing the same colored suit)

The last mission of MW3 is really weird. While playing, I found numerous dead bodies of supposedly civilians but when I looked at their face, it was Makarov. There wasn't just one, but many such throughout the level. The one that I can remember is when you enter the hotel and climb the stairs, immediately turn to the right and go to the back side. There is a Makarov body somewhere near the Intel laptop.

Still think it's menendez, as a story/theory I've heard, this was supposed to set up the cod unified timeline. Price would either have survived and we'd have had split campaigns like uk and us forces or we'd have gotten a prequel setting it all up for price and david masons game

I think you're looking into the character model too much. While I believe this character was made to set up MW4 and take over for Malarov, it wasn't anyone from the secret service. They most likely used that model as a place holder and kept it dark so we wouldn't see him. Infinity Ward didn't look too that far ahead back then. Otherwise we would see Makarov in the background when we sniped Zakaev in the original Cod4. Same with Yuri in the airport in the original MW2. They used a common character model already made as a placeholder to build suspense. However I will say this. If it was someone from the Russian secret service, then it would explain how Makarov was able to kidnap the president in the first place.

It's Makarov's boss/handler. In MW2, general Shepherd stated that Makarov was a mad dog. No ideology, he sells his services to the highest bidder. In MW3, we learn that Yuri tried to alert the FSB about the airport, but Makarov "found out" abt it, and shot him. In no way, Makarov had the authority to give orders to the actual russian military commandment. I think this is... The FSB director. He was the one giving the orders. And he probably had a meet up with Makarov in the hotel. Because, once the president Vorshevsky was saved, in all logics, he would sent an army of spies and assassins to get Makarov... But no, no one but Price and Yuri were there. Why ? Because he's the head of FSB. What role could he have played in MW4 ? Work with other countries, like China, Iran, Brazil... To distract the OTAN while Russia gets back on its legs. Maybe even... Help a certain general to get power in South America and form a... Federation ? I think i'm gonna share on Reddit a theory about why Ghosts was supposed to be a sequel for MW3
