I heard (listened) to Atty Guevara's response to Mr. Bienvenido Abante, Jr.'s question such as "if the Philippine withdrawal from ICC was a political decision", and he responded, quote "I think so, it's a political decision"...When I heard his response I was already yelling with myself, "not only political but both, political and non-political"...Then Mr. Abante answered back "it's in the Philippine constitution" or something to that effect, not only political as I said...Then another question regarding the Philippine Senate concurrence on the country as signatory to the ICC Statute, that "will the Senate should have concurred on the Philippine government withdrawal from the ICC"? I again screamed with myself that the Senate should have been involved and conducted a hearing regarding the with withdrawal and exercise their duty to concur with the withdrawal inasmuch as the Senate was required to submit its concurrence on our country's membership to the ICC...As I heard Atty Guevara's response, he was grumbling and came up with mumbled answers...Most of his answers consist of "maari - tagalog word that means "maybe", "seguro" - another tagalog word of "maybe"...Oh, man...he's a lawyer...Geeee...I don't trust the guy...! In my opinion the SENATE MUST BE INVOLVED AND CONCUR ON THE WITHDRAWAL FROM THE ICC...That's the RIGHT PROCESS, Atty Guevara...You're giving s s**t answers from your s**thead, with all due respect....Inasmuch as the Senate did not concur on the country's withdrawal from the ICC, the withdrawal was UNLAWFUL and must be invalidated...Thus the Philippines still is a member AND a lawful signatory to the ICC Statute...AGAIN, THAT'S MY STRONG OPINION.

Justice is more served to acquit a guilty person than to convict an innocent one. If a person is extrajudicially killed, how do we know that he is guilty if due process of law was denied to him? Also, the mere fact that the country voluntarily signed the international accord she clearly agrees to surrender her jurisdiction on matters defined on the said accord. Otherwisee, Philippines will lost her moral ascendancy in the eyes ofcthe other signatories. Thus, condemning China with respect to thec UNCLOS decision on WPS becomes hypocritical. One more thing, While it is true that during digongs adm. the adm. The intervention of ICC should not be an intrusion of the dynamics of our domestic operation of our laws. Unless, Congress would declare that our laws are inutile and it cannot even prosecute them of any corrupt practices presumed having committed domestically. Unless, domestic laws are found and declared by both branches of the Philippine government as inoperative, then the ICC shall be "voluntarily" welcomed. The term "voluntarily" is discretionary of the domestic governance, and not compelling for the ICC to disrespect our sovereignty. If the country allows through the President, then the killings by the NPAs and the deaths caused by selling and using of drugs must be an important issue to include. How weird that the articles are modified by subsequent articles in the same statute. Each article talks only one purpose and spirit and shall not run counter to the other articles instead complementary to the preceding articles under same statute. In fact, jurisdiction of the State begins when complaints are filed before the proper office of the prosecution. Nagsalita pa ang kamatayan bloc, paano yong kinidnap at pinatay ng mga ka grupo ninyo?

Wowwww...Kudos to Rep. Manuel on his statements...Love the man's straightforward legal view on the issue of EJKs or crimes against humanity...And the next speaker, the lady Rep. Castro, as well she made a great point that must be taken seriously by the committee. It's one of the great moments that I spent watching and listening to regarding the contentious ICC probe on crimes against humanity in the Philippines.

This date, 8 Feb 2024, I am watching and listening to the exchange between members of the House of the Phil. government regarding the position of the Phil government and the ICC on the EJKs probe...The exchanges between the officials at the hearing are very interesting...both sides (or all sides on the issue of ICC) are expressing their official views on the matter and I find them very interesting and informative, that is if anyone like with my own view on the matter at issue they may feel encouraged to listen and follow the discussion on the issue REGARDLESS of each one's interpretation on the ICC role and its intent on the EJK or crimes against humanity probe. I myself is taking a neutral position until the result of the probe is completed fairly especially in the interest of justice for the EJK victims and their families....The NUMBER of EJK cases, I believe should not be used either way because crimes against humanity, one victim or more must NOT become the main consideration...JUSTICE is the issue that's been denied for the victims and their families and it's been long over due, notwithstanding if the victims and/or their families pursued or set aside their complaint for any reason...!! That's my honest perspective.

Woww...The argument that was brought up in the hearing in which the withdrawal of the Philippine government from the ICC membership didn't need the concurrence of the Senate or Philippine Congress inspite of the fact that the membership had the concurrence of the Congress....Having said my own view on the particular issue of the Congress concurrence I believe the withdrawal was INVALID for reason that the Congress was not involved in the withdrawal from the ICC membership, thus the Philippine government is still a member of the Rome Statue or ICC...!! My honest perspective.
