@@mr.awesome8021 It's called strobing. If you wave your hand under a strobe light, your hand is in one position, the light goes off, comes back on, and it's in a slightly different position. In order to do this move really well, you literally have to twitch your whole body in unison. So he's basically "starting and stopping" his body really fast while moving. Just like a strobe light, your brain thinks you're moving in slow motion.

I remember seeing this video in high school (~2006) and being mesmerized. I don't think I've seen the video since then until now. There are many dance videos on the Internet these days on a variety of platforms, yet none of them compare to this. That slow-motion / digital stutter (as someone else called it) gets me every time.
