The only reason the casino would have for this “version” of a roulette wheel is that not all numbers you are betting on are represented in the wheel. Some numbers are likely not even represented by a card in the wheel. Are you allowed to inspect all the cards and the wheel prior to playing? Read the rules and post them so we can see. This looks like a small casino cheat to me. What casino? Indian? Local?
