So I guess if you are a whale you can buy your way to the end of the current story or close to it… does that mean more content will be released or is this game a one off?

All the PVE is beatable with non legends, whales are more so fighting it out in pvp, we are just time gated by stamina to level up to the later content. More story is added continuously as well.
