Its important to understand the difference between excuse and causation or partial causation. I don't necessarily belive Tommy was a victim but he may well have been. A severe degree of abuse in childhood can cause abnormal brain development and a lack of attachment to other humans. Its not an excuse, its part of the picture and research shows childhood torture is common to this kind of predator. Charles Manson was horribly abused and neglected. Excuse? No. Reason to protect kids? Yeah id say so.
