It was a rewrite by Mary. Mary wanted to be recorded as the first Queen.

Why isn't Queen Anne referred to as Anne I? Why isn't Queen Victoria referred to as Victoria I? Because "the First" is not used until a second of the same name comes along. Queen Elizabeth I was referred to as simply "Queen Elizabeth" until 1952. And Queen Mary (Tudor) is still commonly referred to as simply Queen Mary even though there was a Queen Mary II (Stuart).
