It's a part of a version of Lost Silver, where there's an alternate path that takes you to Silver, who's missing their facial features. A battle begins, and they send out Feraligatr (which looks like the one you see in the song, rather than an actual one), who immediately falls asleep. You send out Cyndaquil, who only has a move called Nightmare, which kills the Feraligatr immediately. The battle ends with Silver saying "...even." (Sorry if there's misinformation, it's pretty late at night when I'm typing this)
