Yes you can - you can use virtual hosts, or simply just create another wordpress site (i.e. install wordpress into a new folder in htdocs, and create a new database for it)

Check you can get to PhpMyAdmin. If you can, then you know MySQL is running. Therefore, most likely issues: 1. Database has not been created 2. Username/password you are using to connect to database is incorrect. Bets of luck.

Make sure the server is running. Both Apache and MySQL need to be running (see the xampp control panel) You'll then need to create a new database to install Wordpress.
