It’s all caused by the Active Desktop features, which use HTML on the Desktop and in Explorer windows to power things like the sidebars and web content on your desktop. It was new to 98, and part of the reason Internet Explorer was so integrated to the OS in that release.

Fun fact for those interested more into why that happens: the windows explorer is literally internet explorer although reskinned, so when you browse through your files up to windows 7 I think, you basically just move around in internet explorer That's also why a lot of stuff in Enderman's video was crashing a lot, since html related dll's were having problems the explorer was mostly affected
