While Resizable BAR was initially introduced with newer hardware configurations, there are some methods to enable it on older machines, though success may vary depending on compatibility. It's highly recommended & everything above that is just slowing the system no matter how good you take care of it. To add on to this. Depending on the pc, some will be tdp throttled by default regardless of power settings. Throttlestop can help with this. My laptop was capped at 13w tdp for some reason but can handle 20/24w fine as long as heat is managed properly.
