Dont mind but your title is quite misleading to the fact that you say "fraud" these things are not fraud , if you have a good product addressing large market and you believe this can be get to masses then its absolutely fine to sell your share in right price. Also all the investors and VC who invest play on valuation game as their whole idea is to increase the share value of company and eventually take the company to IPO level. So its not fraud by any chance neither from startup owner side nor at investors side. And the whole idea of valuation consists of lot of factors not just the revenue of company and it can be very different from one investor to other.
