When it is written as E it is for one level but as we are taking ratio of two levels it becomes ∆E

Because... Intensity can be determined by Relative Population of Molecules, and this population depends upon degeneracy, whose formula is 2J(J+1), therefore, as we increase J, Degeneracy increases and hence... Relative Population increases and consequently Intensity increases.
