Do the clappers have to be fairly tight so as to not ring 2 at a time?

Not if the bells are rung at the correct angle. Here's a tip for adjusting solo bells. You want the clapper to ring freely. But test whether it's too loose by holding the bell a few inches from a padded table, then gently setting it down. If the clapperhead bounces enough to make any sound, the setting is too loose. Turn the bell over and check the other side the same way. Here's a tip for engaging both clappers. Holding two bells in the classic "ring and knock" configuration, "knock" the secondary bell as you gradually rotate your hand into position to ring the primary bell. At certain points along the arc, both bells will sound.
