It's a reference to a sad accident that happened in the early nineties. Someone wasn't Properly Doing their job to ensure that the plasma was Proper and acceptable for human medical usage. And unfortunately some Tainted blood got past the inspection. If it resulted in quite a few people accidentally getting hiv due to blood transfusion mistakes. Today that rarely if ever happens, But back then it was still considered a new thing to actually research HIV and how it functioned so nobody really knew that it was so prevalent with The way it behaves towards human blood. It was a sad dark day for medical history. I believe Something similar actually happened with the german aspirin making company known as bayer. Long story short, Back then we didn't know nearly as much about HIV as we do now. So a lot of people made a lot of stupid mistakes that cost a lot.
