The Citadel exploding is actually a VALVe asset in the Episode 1 files. It's made up of multiple parts that I guess were to make the pre-calculated physics work a little better. Dunno why they cut it, but I'm guessing it was because of performance issues or VALVe still figuring out how to do pre-calculated physics.

It's like how the HECU marines could in Half Life 1. The combine have a SHOCKINGLY intelligent AI that just doesn't get to showcase well due to the environments you fight them in. It's just uncommon enough that you forget they can. And that's when you grow to hate them.
