Professor Sachiko Ishikawa of Ritsumeikan University, Kyoto, is co-editor of the book "Human Security and Empowerment in Asia" and has studied how the Japan International Cooperation Agency (JICA) was involved in the peace process in Mindanao in the Philippines. In this interview, she mentions that Japan’s assistance to Mindanao was from the onset, based on the goal of achieving human security and that measuring the human security impact of development projects is difficult because it cannot be measured quantitatively, but by picking up as many voices and stories from the field as possible, we can clarify the contours of the impact.
The book reports the results of a research project titled “Human Security and the Practices of Empowerment in East Asia” conducted by the JICA Ogata Research Institute for Peace and Development.
