Hai you have many miscoceptions first of all Rana Sb family had no independent state which could join either country. And partition was on the basis of provinces not districts. The only thing they could do was to migrate to india Mr. Jinnah requsted them not to migrate. Now why the three districts have low indexes is due to bein desert land where there is no agriculture and no industry. Population is scattered where development is not that easy. Now govt is spending a lot on these areas new roads have been constructed tourism is being developed it may take some years to catch the pace. Largest coal mines have been established power houses have been built interestingly local women drivers have been apponted to drive trucks.
