Quesion: If sigma is smaller than model will be more conservative, how can it overfit as FN will be greater and reverse will cause greater number of FP.. in my view both are underfit..pleaes clear.

Can we apply kernel functions to hard margin..I think it is used only for dual form

Yes, we can. It’s derivation would be similar to the soft margin SVM’s dual derivation with the hyper-parameter C and slack variables being zeros.
