I have seen it in practice working. Business talk to data owners(Data service team) what they need Data Owner talk to IT team and ask what data and when is needed IT team provide the solutions to deliver the data as requested to data owner team. data owner team ensure completeness check, and confirm the data. business uses the data and runs business.

when data is considered to be a valuable asset in the organisation, data governance becomes obvious. data governance is a more cultural thing, it is related to the ways of working and business processes than to technology and IT.

Intricity101 One of your key sentences and proofs was stated vaguely: that Business should own data governance because business knows how the data should look. *What does “look” mean there?* This reflects a problem I had with business: because they could work with and understand only one worksheet at a time (and for their purposes, that was how it should look when presented to them), they wanted an entire database stored on a single worksheet. So knowing how it should look to Business doesn’t necessarily say anything about how the data is handled before they see it. But I suspect that that is not what you meant.

So it's sounding like the business is trying to dictate the technical framework. This is where you might want to push back. By look I mean the quality and context of the data. Formatting DOES fit in their wheelhouse, but there needs to be a recognition that there are limitations to how much data an interface can scalably house.

Who is/are IT exactly? Database Team, Database Admin, Data Engineer? Does e.g. Business Intelligence Team belong to IT as well?

Stands for Information Technology. This is usually a departmental name for the technical community inside an organization. Yes Business Intelligence would be under IT.
